    The following question is known as Noether problem. ``Is the invariant field of a given finite linear group purely transcendental over the ground field?'' In this paper, the author develops a general method to examine Noether's problem constructively by trying to find minimal bases consisting of rational invariants which are quotients of polynomials of small degrees. This approach is successful for many small groups and for most of the classical groups with their natural representations. The applications include affirmative answers to Noether's problem for the conformal symplectic groups \(CS_{p_{2n}} (q)\), for the simple subgroups \(\Omega_n (q)\) of the orthogonal groups for \(n\) and \(q\) odd, for some other subgroups of the orthogonal groups, and for the special unitary groups \(SU_n (q^2)\). The methods yield affirmative answers to Noether's problem which were not previously known and yield ``nice'' systems of independent generators for invariant fields where an affirmative answer to Noether's problem is already known.
