Any Riemann surface decomposes into hyperbolic Y-pieces glued together along closed geodesics. Shrinking some of these closed geodesics one gets a family of Riemann surfaces \(S_{\epsilon}\) converging intuitively to a non-compact, not necessarily connected limit surface S of finite volume. The authors show that for small \(\epsilon\) the surface \(S_{\epsilon}\) has at least as many small Laplace eigenvalues as S and moreover the eigenvalues of \(S_{\epsilon}\) converge to the corresponding ones of S for \(\epsilon\) \(\to 0\).
