The location of singular values is investigated. Two types of inclusion intervals, i. e., the Gershgorin-type interval and the Brauer-type interval for singular values based on the Brauer theorem for eigenvalues are discussed. The modified Brauer-type inclusion interval obtained by partitioning a matrix into two blocks is presented. This improved version of the Brauer-type inclusion interval gives more precise results than previous estimations. The marginal singular values on the Brauer-type inclusion interval are also discussed. The main results are applied to the estimation of the condition number of a matrix and to provide an explicit perturbation bound for unitary polar factors. Both applications are illustrated by numerical examples.
