The idea of fast solutions of integral equations goes back to fast wavelet Galerkin methods. Section 2 of this paper is devoted to a concrete construction of multiscale piecewise polynomial bases and the corresponding multiscale collocation functionals. In section 3 a practical truncation strategy is devoloped. Section 4 is connected with implementation of the numerical solution for the discrete linear system resulting from the truncation method by using the multilevel augmentation method. In the finish of this paper numerical examples are presented to demonstrate the efficiency and usefulness of the presented method.
