This paper is a continuation of the author's earlier paper [Isr. J. Math. 92, No. 1-3, 61-112 (1995; Zbl 0849.03042)] (henceforth referred to as Part I). It investigates the consistency strength of the statement that \(NS_{\kappa}\), the non-stationary ideal over cardinal \(\kappa\), is precipitous. In particular, it is shown that the upper bound in Part I on the consistency strength of \(NS_{\mu^+}\) being precipitous, for regular cardinal \(\mu > {\aleph}_1\), is exact (the condition concerns the existence of an \((\omega,\mu + 1)\)-repeat point over \({\mu}^+\) in a certain core model). Another result gives new upper bounds on the strength of \(NS_{\kappa}\) being precipitous for inaccessible \(\kappa\), close to the lower bounds obtained in Part I.
