We first list some related work not mentioned in the references: 1. \textit{P. Dembowski}, Abh. Math. Semin. Hamb. 29, 92-106 (1965; Zbl 0132.407); 2. \textit{P. Dembowski} and the reviewer, Math. Z. 103, 239-258 (1968; Zbl 0163.424). In particular, Dembowski shows that if the collineation group is regular, then the plane must be \((P,\ell)\) transitive for some incident point-line pair \((P,\ell)\). In the present paper, the author shows that if the order \(q\) of the plane is \(2^ n\), where \(n\) is odd, composite and greater than 9, then there are translation planes whose full collineation group is of order \(q^ 2\). The stabilizer of an affine point is trivial. The author makes extensive use of his previous work on Kerdock sets.
