A dual approach to studying the dynamics and the function of DNA is proposed. It is concluded that soliton-like excitations can occur and that, if coupled with an electromagnetic field, a transition active state \(\rightleftharpoons\) resting state can be induced. Also an operator related to entropy is introduced and some biological applications are suggested.
