A double sequence \(\{x_{k,\ell}\}\) is \(P\)-convergent to \(L\) if, for every \(\varepsilon> 0\), a number \(N\) exists such that \(|x_{k,\ell}- L|<\varepsilon\) whenever \(\min\{k,\ell\}> N\); \(L\) is the Pringsheim limit of \(\{x_{k,\ell}\}\). A four-dimensional matrix is called RH-regular if it transforms every bounded \(P\)-convergent double sequence into a \(P\)-convergent sequence with the same limit. It is shown that, for every RH-regular matrix \(A\), a double sequence of \(0\)'s and \(1\)'s exists which is not \(A\)-summable. Moreover, a bounded complex double sequence is \(P\)-convergent if and only if each of its subsequences is \(A\)-summable for some RH-regular matrix. These are extensions of results of \textit{H. Steinhaus} [Prace Mat. Fiz. 22, 121-134 (1911)] and \textit{R. C. Buck} [Bull. Am. Math. Soc. 49, 898-899 (1943; Zbl 0060.15802)], respectively.
