    The Bost-Connes (BC) dynamical system was introduced in [\textit{J. B. Bost} and \textit{A. Connes}, Sel. Math., New Ser. 1, No. 3, 411--457 (1995; Zbl 0842.46040)]. The BC-system has a spate of remarkable properties, e.g. its partition function coincides with the Riemann zeta function. This facts points out a strong link between the BC-systems and arithmetic of the global fields. The main thrust of the paper under review is a refinement of the original BC-system to include the arithmetic of the local fields. This goal is achieved by the construction of a \(p\)-adic representation \(\pi_{\sigma}\) of the integral BC-system by the endomorphisms of the so-called Witt ring \({\mathbb W}(\overline{{\mathbb F}}_p)\) of the algebraic closure of the finite field \({\mathbb F}_p\). Such a construction entails a \(p\)-adic analogue of the KMS-states of the BC-system. An icing on the cake of the local BC-systems is a coincidence of the partition function of such systems with the \(p\)-adic \(L\)-function in the sense of Kubota and Leopoldt. There are other interesting ramifications of this theory, e.g. to the standard model of \(\overline{{\mathbb F}}_p\), arithmetic geometry and the Iwasawa theory. The text takes the reader across a variety of landscapes ranging from fine questions of number theory and arithmetic to the fundamentals of analysis and geometry; it is highly recommended to the graduate students and faculty with interests in number theory and noncommutative geometry.
