[For part III see the below review.] The author continues his study of exact bounds for exponential dichotomy roughness of the perturbed linear system \(x'=[A(t)+B(t)]x\) [J. Differ. Equations 71, 63-71 (1988; Zbl 0651.34051)]. In this paper the author constructs a family of perturbations \(B(t)\) and shows the bounds given in his earlier paper are best possible in some sense.
