    The first part of this paper is a very carefully written outline of the theory of group actions on stacks. In particular, criteria are given to make sure that an algebraic stack of fixed points and an algebraic quotient stack of a given algebraic stack with a group action exist. The second part gives some applications to Hurwitz stacks, moduli stacks of curves with level structure, and in particular a relation between these two, even if the group order is divisible by the characteristic.
