In this paper, \(I_\alpha\ast\mu\) and \(M_\alpha\mu\) denote the Riesz potential and the fractional maximal function associated with a nonnegative measure on \(\mathbb{R}^n\) which is defined by, respectively, \[ I_\alpha\ast\mu(x)=\int_{\mathbb{R}^n}\frac{d\mu(y)}{|x-y|^{n-\alpha}}, 0<\alpha<n, \] and \[ M_\alpha\mu(x)=\sup_{r>0}r^{\alpha-n}\mu(B(x,r)), 0\leq \alpha <n. \] If \(d\mu(x)=|f(x)|dx\), then \(I_\alpha\ast\mu\) and \(M_\alpha\mu\) will be denoted by \(I_\alpha f\) and \(M_\alpha f\), respectively. The generalized Morrey spaces \(\mathcal{M}_{p,\omega}\) are defined as follows: For \(1\leq p\leq\infty\), \(f\in \mathcal{M}_{p,\omega}\) if \(f\in L^{\mathrm{loc}}_p(\mathbb{R}^n)\) and \[ \parallel f\parallel_{\mathcal{M}_{p,\omega}}=\sup_{x\in \mathbb{R}^n, r>0}\omega(r) \parallel f\parallel_{L_p(B(x,r))}<\infty, \] where \(\omega\) is a continuous weight function defined on \((0,\infty)\). Let \(\omega\in \Omega_{p,\infty}\), which is the set of all nonnegative measurable functions \(\omega\) on \((0,\infty)\) such that for some \(t_1,t_2>0\), \(\parallel \omega(r)\parallel_{L_{\infty}(t_1,\infty)}<\infty, \parallel \omega(r)r^{n/p}\parallel_{L_{\infty}(0,t_2)}<\infty.\) Define \[ \psi(x)=\sup_{x<s<\infty}s^{\alpha-n}\sup_{0<\tau<s}\omega(\tau)\tau^{n/p}. \] If there exists a constant \(c>0\) such that for any \(x>0\) \[ \int^{\infty}_xt^{\alpha-n-1}(\psi(t))^{-1}dt\leq cx^{\alpha-n}(\psi(x))^{-1}, \] then the authors show that \[ \parallel I_\alpha f\parallel_{\mathcal{M}_{p,\omega}}\approx \parallel M_\alpha f\parallel_{\mathcal{M}_{p,\omega}} \] for all \(f\in L^{\mathrm{loc},+}_1(\mathbb{R}^n)\) and the constants do not depend on \(f\). It is noted that they find sufficient a condition on \(\omega\) which ensures the equivalence of \(\mathcal{M}_{p,\omega}\)-norms of the Riesz potential and the fractional maximal function.
