    [For part I see J. Differ. Geom. 16, 255-269 (1981; Zbl 0492.57014).] Let M be a closed flat Riemannian manifold (i.e. a quotient of \({\mathbb{R}}^ n\) by a discrete group of Euclidean motions), and G a finite subgroup of the outer automorphism group Out \(\pi {}_ 1M\) of \(\pi_ 1M\). The question is considered whether G can be realized by a group of diffeomorphisms,affine maps or isometries of M. In this second part various examples of finite \(G\subset Out \pi_ 1M\) for flat manifolds M are given such that no extension of \(\pi_ 1M\) by G exists and consequently G cannot be realized by diffeomorphisms. It is also shown that for higher-dimensional tori M, for example, no finite subgroup of the kernel \(\pi_ 0\quad Homeo(M)\to Out \pi_ 1M\) (which consists of 2-torsion by results of Hatcher) can be realized by diffeomorphisms of M. Several of the above results have previously been obtained by \textit{H. Zieschang} and the reviewer [Math. Ann. 240, 41-62 (1979; Zbl 0405.57005)], and also the reviewer [Manuscr.
