The paper is a next step toward understanding the structure of proper birational morphisms of smooth algebraic varieties. The main result is: Let \(f:X \to Y\) be a proper birational morphism of regular schemes. If the exceptional divisor \(E_ f\) of \(f\) has two nonsingular components collapsing to a nonsingular irreducible subscheme of \(Y\) then \(f\) can be factored by two blowing ups with nonsingular centers.
