The author gives a necessary and sufficient condition for the global stability of the following Lotka-Volterra cooperative or competitive system with time delays \[ x'(t)=x(t)[r_1-ax(t)+\alpha x(t-\tau_{11})+\beta y(t-\tau_{12})], \] \[ y'(t)=y(t)[r_2-ay(t)+\beta x(t-\tau_{21})+\alpha y(t-\tau_{22})]. \] It is shown that the positive equilibrium of the system is global asymptotically stable for all delays \(\tau_{ij}\), \(i,j=1,2\), if and only if \(|\beta|<a-\alpha\) and \(|\beta|\leq a+\alpha.\)
