The operators generated in \(L^{2}(0,1)\) by the differential expression \(-y''+qy\), \(q\in L^{1}(0,1),\) with periodic or antiperiodic boundary conditions, are studied. In case of periodic conditions, one proves that if the Fourier coefficients \(q_{n}\) of \(q\) are such that \({{\ln | n |} \over {nq_{2n}}} \rightarrow 0\) when \(n \rightarrow \infty\) and \(q_{2n}\sim q_{-2n}\) then the eigenfunctions and associated functions of the operator form a Riesz basis in \(L^{2}(0,1)\). Asymptotic formulas of order \(O(n^{-l})\), \(l\) arbitrary, for the eigenfunctions and for the eigenvalues are also obtained. Similar results are obtained for the case of antiperiodic boundary conditions.
