    Let \({\mathbf G}\) be a connected reductive algebraic group over an algebraically closed field of characteristic \(p>0\), defined over a finite field \(\mathbb{F}_q\) of \(q\) elements, and \(G\) the finite subgroup of \({\mathbf G}\) consisting of all \(\mathbb{F}_q\)-rational points. The author considers the degenerate Gelfand-Graev characters of \(G\) (i.e. those induced from linear characters of a maximal unipotent subgroup). It is shown that these characters are induced Gelfand-Graev characters from Levi subgroups of \(G\). A condition is given for a given irreducible character of \(G\) to appear in an induced Gelfand-Graev character from a fixed standard Levi subgroup. This, in the case of a connected center, describes the decomposition of the degenerate Gelfand-Graev characters in terms of the character theory of the Weyl group and its subgroup. A characterization is given of the irreducible characters of \(G\) which occur as components of some degenerate Gelfand-Graev character. The results of section 4 relate the degenerate Gelfand-Graev characters to the Deligne-Lusztig characters and rational series.
