It is proven that the following conditions are equivalent for a group \(G\): (1) \(G\) has layer-finite periodic part; (2) every periodic locally solvable subgroup of \(G\) is layer-finite; (3) \(G\) is conjugately biprimitively finite and every locally solvable subgroup of \(G\) is layer-finite.
