    The author characterizes algebraically generic strongly semi-regular rational Pythagorean hodograph (PH )plane curves [see \textit{R. T. Farouki} and \textit{T. Sakkalis}, IBM Journal of Research and Development 34, 726--752 (1990)] expressed in the complex representation of a plane curve, solving a special functional equation related to an interesting operator appeared in computing the hodograph of a rational plane curve. As a problem for future study it is proposed to characterize nongeneric rational PH plane curves.
