    Let \(X\) be a smooth quasi-projective variety over the algebraic closure of the rational number field \(\mathbb{Q}\) and \(CH^p(X,n)_{\mathbb{Q}}\) the higher Chow group with \(\mathbb{Q}\)-coefficients. We have a cycle map \[ CH^p(X,n)_{\mathbb{Q}} \to H^{2p-n}_{\mathcal{D}}( X_{\mathbb{C}}, \mathbb{Q}(p)) \] to the Deligne cohomology of \(X_{\mathbb{C}}=X \otimes_{\mathbb{Q}}\mathbb{C}\). The author shows that this map is injective and the higher Hodge cycles are generated by its image as conjectured by Beilinson and Jannsen, if the cycle map is injective and the Hodge conjecture holds for certain smooth projective varieties over the algebraic closure of the rational number field \(\mathbb{Q}\). Some special cases where this holds are also presented.
