[For Part I, see Am. J. Math. 123, 951--984 (2001; Zbl 0998.14013).] In this paper a procedure is established for constructing mixed Hodge structures on the cohomology of various compactifications of locally symmetric varieties, notably ones which are not algebraic varieties. This is carried out in full for the reductive Borel-Serre compactification and conditionally for the excentric compactifications. The basic principle is that these compactifications have boundary strata of lower rank which are compactifications of the same type. So the construction can proceed inductively.
