A topological group is called NSS-\textit{group} if it has a neighborhood of identity which does not contain non-trivial subgroups [\textit{I. Kaplansky}, Lie algebras and locally compact groups. Chicago Lectures in Mathematics. (Chicago-London: 1971; Zbl 0223.17001)]. Let \(C\) be a metrizable topological group and \(A\) an NSS-group. The authors give a characterization of mappings \(f:C\to A\) which are continuous homomorphisms on a neighborhood of the identity of \(C\). Corollary 1. Let \(A\) and \(B\) be real Banach spaces. An operator \(f:A\to B\) carries convergent series \(\Sigma a_n\) into convergent series \(\Sigma f(a_n)\) if and only if \(f\) is a germ of a linear continuous operator.
