The author shows that the dyadic Hardy spaces \(H^p\) defined on the unit square by the quadratic variation function have an atomic decomposition. Using this decomposition, he shows that sublinear \(H^p\)-quasi-local operators which are bounded from \(L^2\) to \(L^2\) must be bounded from \(H^p\) to \(H^p\) for all \(0<p\leq 1\). This result leads to estimates of maximal Cesàro means of double Walsh-Fourier series in Hardy-Lorentz spaces for indices \({4\over 5}<p<\infty\) and \(0<q\leq\infty\). Applications include results about almost everywhere Cesàro summability (over positive cones) of double Walsh-Fourier series.
