Sets in 4-manifolds are constructed, with the proper homotopy type of a ''handle with holes''. Unfortunately not enough is known about these to permit application. The presentation generalizes the author's thesis [Binghamton 1983; U. Microfilms (Ann Arbor MI) 83-16364] to the nonorientable manifolds by constructing a nonorientable version. However a procedure of \textit{M. Freedman} [Proc. Int. Congr. Math., Warszawa 1983, Vol. 1, 647-663 (1984; Zbl 0577.57003)] shows that if embedding data is given in a nonorientable manifold, then such data can be found in an orientable submanifold. Using this the earlier version can be applied directly to obtain a stronger conclusion.
