In this paper, the author investigates the Cauchy problem for the Schrödinger equation with discontinuous degenerating coefficients. By the elliptic regularization method, he obtains a regularized dynamic semigroup, viewed as a random process with values in the space of quantum states, defined on a measurable space of regularization parameters with a finitely additive measure. He studies the convergence of the regularized semigroup in the sense of Pettis integral. Further, he investigates properties of one-parameter families of averaged dynamical transformations that are the functionals defined on the bounded linear operator space \(B(H)\).
