The author introduces a characteristic \(p\) Dirichlet series in order to prove, contrary to the literature, the independence of two criteria for cyclicity (as an appropriate module, and with respect to certain characters) of the \(p\) part of the divisor class group of a cyclotomic function field. The first of these involves Artin \(L\)-functions, the second ``affine'' class groups.
