The paper contains various interesting theorems. The main one is the following: Let \(X\) be a connected, locally compact metric space with an upper curvature bound. Then the following are equivalent: (1) \(X\) is a topological manifold. (2) All tangent spaces \(T_pX\) of \(X\) are homeomorphic to the same space \(T\), and \(T\) is of finite topological dimension. (3) All spaces in direction \(\Sigma _pX\) are homotopy equivalent to the same space \(\Sigma\), and \(\Sigma\) is non-contractible. As a consequence, an affirmative answer to a question posed by \textit{F. Quinn} [Geom. Topol. Monogr. 9, 87--103 (2006; Zbl 1108.57017)] is given. Another theorem proved is the following: Let \(X\) be a metric space with an upper curvature bound. If \(X\) is a homology manifold, then there exists a locally finite subset \(E\) of \(X\) such that \(X\setminus E\) is a topological manifold.
