The paper deals with the differential inclusion NEWLINE\[NEWLINE\partial _t Y\in -A(Y)=-f_v\cdot \nabla_x Y-\partial I_K(Y),\leqno(1)NEWLINE\]NEWLINE where \(Y\) is the kinetic density function, \(\partial I_K(Y)\) is the subdifferential in the topology of \(L_{x,v}^2\) of the indicator function of a convex, closed cone \(K\subset L_{x,v}^2\) which consists of all non-increasing in \(v\) functions. Under the assumption of the non-degeneracy of the flux, namely \(\displaystyle\inf_{v}|\partial_v f(v)|>0\), the author establishes the maximality of operator \(A\) and obtains an extension of \(A\) defined on a suitable domain \(D\) such that the extension is maximal. Then he proves the existence and some regularity properties of the strong and weak solutions of \((1)\) for a general, possibly degenerate, flux \(\partial_vf(v)\). | |||
