Let \(G(p,q)\) denote the subgroup of \(\text{SO}(3)\) which is generated by rotations around perpendicular axes by angles \(2\pi/p\) and \(2\pi/q\) where \(p\) and \(q\) are positive integers. In this paper a complete classification of the isomorphism type of \(G(p,q)\) is given. For example, \(G(p,q)\) is the free product of the cyclic groups of rotations about the separate axes if and only if \(p,q\geq 3\) and both are odd. Moreover, it is shown that the groups \(G(p,q)\) are naturally associated with a family of hierarchical tilings of Euclidean 3-space.
