The authors study a first-order aggregation model for the population density interacting via a potential featuring short-range repulsion and long-range attraction. This model is considered in both discrete and continuum formulations. It is shown how it can be obtained as zero inertia limits of second-order models derived from Newtonian laws. The passage from a kinetic model for aggregation to an evolution equation for the macroscopic density is performed through the procedure consisting in a macroscopic limit. The functional framework is that of measure valued solutions. The mass transportation ideas and the method of characteristics are used in the analysis.
