The paper studies a class of planar switched affine systems that switch between systems with distinct globally stable equilibria. Using the dwell-time concept, explicit conditions are derived for the attractors of a system never to cross a given threshold. This type of behavior corresponds to the oscillations that are localized in the desired neighborhood of the equilibria. Then, the derived conditions are applied to a linear neuron model forcing its state to evolve in the sub-threshold mode, i.e., without spiking.
