A decorated surface \(\mathbb{S}\) is a topological oriented surface with punctures and holes, equipped with a finite set of special points on the boundaries of the holes, considered modulo isotopy. Each hole boundary has at least one special point. Let \(G\) be a split semi-simple algebraic group over \(\mathbb{Q}\). In the paper, the moduli space \(\mathcal{D}_{G,\mathbb{S}}\) is introduced and its first properties are established and defined is a collection of special rational coordinate systems on it. The moduli space \(\mathcal{D}_{G,\mathbb{S}}\) is the symplectic double of the Poisson moduli space \(\mathcal{X}_{G,\mathbb{S}}\) of framed \(G\)-local systems on \(\mathbb{S}\). Its dimension is \(\mathrm{dim}\,\mathcal{D}_{G,\mathbb{S}} =2\mathrm{dim}\,\mathcal{X}_{G,\mathbb{S}}\). Its symplectic form is upgraded to a \(K_2\)-symplectic structure for which the special coordinates are \(K_2\)-Darboux coordinates. The main result of this paper is a construction of a cluster symplectic double atlas on the space \(\mathcal{D}_{G,\mathbb{S}}\). It is a \(\Gamma_\mathbb{S}\)-equivariant collection of special rational coordinate systems on the space \(\mathcal{D}_{G,\mathbb{S}}\); different coordinate systems are related by cluster symplectic transformations for the cluster symplectic double of the space \(\mathcal{X}_{G,\mathbb{S}}\).
