Let \(\Omega\) be a domain in \(R^n\), let \(d(x) = dist (x, \partial \Omega)\), \[ L_p (\Omega, d^\theta) = \left\{ u : \int_\Omega d^{\theta - n} (x) |u(x)|^p dx < \infty \right\}, \quad 1 \leq p < \infty \] and (weighted Sobolev spaces) for \(m \in {\mathbb N}\), \[ u \in H^m_p (\Omega, d^\theta) \quad \text{iff} \quad d^j D^j u \in L_p (\Omega , d^\theta), \quad j = 0,\dots ,m. \] The aim of the paper is to define fractional Sobolev spaces \(H^s_p (\Omega, d^\theta)\), \(s \in {\mathbb R}\). The author studies properties of these spaces. There are applications to degenerate elliptic equations.
