The authors study the weak solutions of a class of degenerate parabolic quasilinear PDE \[ \partial _t u=-X_ i ^* A _i (x,t,u,Xu) + B(x,t,u,Xu) \] in cylinders \(\Omega \times(0,T)\), where \(\Omega \subset M\) is an open subset of a manifold \(M\) endowed with control metric corresponding to a system of Lipschitz continuous vector fields \(X=(X_1 ,\dots ,X_m)\) and a measure \(d\sigma\). They show that the doubling property and Poincaré inequalities imply the Harnack inequality. Viceversa if Harnack inequalitiy holds for every operator then both the doubling property and the Poincaré inequalities hold. This result is in the spirit of the fundamental contributions due to \textit{L. Saloff-Coste} [Rev. Mat. Iberoam. 10, No. 2, 395--452 (1994; Zbl 0810.58040)] and \textit{A. Grigor\'{}yan} [ibid. 10, No. 2, 395--452 (1994; Zbl 0810.58040)]. Moreover they prove that the constants arising in the doubling and Poincaré inequalities are stable with respect to a Riemannian approximation scheme.
