In this paper, the \(C^0\)-Gromov-Hausdorff distance is introduced between maps of metric spaces. The following main results are stated and proved. Theorem 1. There is a compact metric space \(X\) and a homeomorphism \(f:X\to X\) with i) \(f\) is topologically stable ii) \(f\) is not topologically GH-stable. Theorem 2. Every topologically GH-stable circle homeomorphism is topologically stable. Theorem 3. Every expansive POTP homeomorphism of a compact metric space is topologically GH-stable. Further aspects occasioned by these developments are also discussed.
