Wavelets form a Riesz basis if and only if the matrix \(W_L\) of the corresponding wavelet transform satisfies \(|W_L|\), \(|W^{- 1}_L|= O(1)\) as the number \(L\) of decomposition steps tends to infinity. The author considers wavelets satisfying only the perfect reconstruction property. He derives numerical estimates for the spectral norm and the average spectral norm of the wavelet transforms \(W_L\), \(W^{-1}_L\) and the wavelet packet transforms for small \(L\) by using Fourier transform arguments. Moreover, he gives upper bounds of these norms as \(L\) tends to infinity.
