Let \(\pi\) be a set of primes, and let \(G\) be a \(\pi\)-separable group. Isaacs has defined a subset \(B_{\pi'}(G)\) of \(\text{Irr}(G)\) with the property that the restrictions \(\chi^0\) of the characters \(\chi\in B_{\pi'}(G)\) form a basis \(I_{\pi'}(G)\) of the space of class functions on the set \(G^0\) of \(\pi'\)-elements in \(G\). (If \(\pi=\{p\}\) for a single prime \(p\) then \(I_{\pi'}(G)\) coincides with the set of irreducible \(p\)-Brauer characters of \(G\).) For a normal subgroup \(N\) of \(G\) and a character \(\mu\in B_{\pi'}(N)\), the author defines relative \(\pi\)-blocks with respect to \((N,\mu)\) as certain subsets of Irr\((G|\mu)\). He proves a version of Fong reduction for these relative \(\pi\)-blocks, and he defines and studies their defect groups and character heights. In this way he extends many of the results of part I of this series of papers [J. Algebra 220, No. 2, 449-465 (1999; Zbl 0938.20005)] where \(\mu\) was assumed to be \(\pi'\)-special.
