Let \(M_{Q}\) be the UHF algebra with \(K_0(M_{Q})=Q\). A \(C^{*}\)-algebra \(A\) is called \(Z\)-stable if \(A\cong A\oplus Z\), where \(Z\) is the Jiang-Su algebra. Let \({\mathcal A}\) be the class of unital \(Z\)-stable \(C^*\)-algebras \(A\) with \(TR(A\oplus M_{Q})\leq 1\) and with UCT, where \(TR\) denotes Lin's tracial rank. In this paper, the authors characterize the range of the Elliott invariant of the class \({\mathcal A}\). The main theorem is as follows: Let \((G_0,(G_0)_+, u)\) be a countable partially ordered weakly unperforated and rationally Riesz group (that is, \((G_0\oplus Q, (G_0\oplus Q)_+)\) is a Riesz group), let \(T\) be a metrizable Choquet simplex and \(\lambda_T:T\rightarrow S_u(G_0)\) be a surjective extremal points. Then there exists one algebra \(A\in {\mathcal A}\) such that \(Ell(A)=((G_0,(G_0)_+,u),G_1,T,\lambda_T)\). In the proof, the authors construct the algebra as an inductive limit of dimension drop circle algebras and homogeneous algebras.
