The title problem corresponds to the solution of the third boundary value problem for the Laplace operator in a wedge-shaped region. In the first part of the paper the conditions for the normal solvability of this problem are established and asymptotic expansions of its solution are developed. In the second part the features of the stress function at the corner point are discussed for general opening angles of the corner region and reinforcing surface layer. It is shown that the twisted reinforced bar may exhibit singular behaviour also in those cases where the non-reinforced bar has no singularities. Formulas for the stress intensity factor are derived.
