The author proves an integral representation theorem for local functionals \(F(u,A),\quad u\in W^{m,p}(R^ n)\) and \(A\subset R^ n,\) which are decreasing and lower semicontinuous with respect to u and are measures with respect to A. He proves that such functionals can be written in the form \[ F(u,A)=\int_{A}f(x,\tilde u(x))d\mu(x)+\nu(A) \] where f(x,t) is decreasing and lower semicontinuous in t, \(\mu\) is a nonnegative Radon measure on \(R^ n\), which belongs to \(W^{-m,q}(R^ n)\quad(p^{-1}+q^{-1}=1), \nu\) is a nonnegative Borel measure on \(R^ n\), and \(\tilde u\) denotes the quasicontinuous representative of u.
