The existence of a quantization procedure depending on a torsion-free connection, that would be natural in all arguments and left invariant by a projective change of connections, was conjectured by \textit{P. B. A. Lecomte} [Prog. Theor. Phys. Suppl. 144, 125--132, (2001; Zbl 1012.53069)]. After the proof of the existence of such a natural and projectively equivariant quantization by \textit{M. Bordemann} [math.DG/0208171] by means of Thomas-Whitehead connections, the author of present paper, together with \textit{P. Mathonet}, analyzed in [Lett. Math. Phys. 72, No.~3, 183--196, (2005; Zbl 1091.53006)], the problem of this existence using Cartan connections. In this paper, an explicit formula is presented for the natural and projectively equivariant quatizantion as a generalization of the formulae at second and third order recently published by \textit{S. Bouarroudj} in [Lett. Math. Phys. 51, No.~4, 265--274, (2000; Zbl 1067.53071)] and [C.R. Acad. Sci. Paris, Sér. I Math., 333, No.~4, 343--346, (2001; Zbl 0997.53015)].
