Let \(M\) be a real hypersurface with symmetric \(\phi\)-Ricci tensor in a complex space form of non-zero constant holomorphic sectional curvature on which the holomorphic distribution is integrable. The authors prove that \(M\) is \(\phi\)-Einstein if and only if \(M\) is locally congruent to a ruled real hypersurface. The \(\phi\)-Ricci tensor and the notion of \(\phi\)-Einstein hypersurfaces were defined in previous papers by the authors: [\textit{T. Hamada}, Tokyo J. Math. 25, No.~2, 473--483 (2002; Zbl 1046.53037)] and [Mem. Fac. Sci. Eng., Shimane Univ., Ser. B, Math. Sci. 38, 1--5 (2005; Zbl 1070.53033)].
