    In [Math. Ann. 290, No. 4, 657-670 (1991; Zbl 0739.57004)] the author proved that invariants of oriented closed 3-manifolds \(M\) are obtained as follows: By the Lickorish-Wallace theorem, \(M\) is the result of surgery on a framed link \(L\) in \(S^ 3\). The Kauffman bracket (at a value) induces a multilinear map \(\Phi_ L:{\mathfrak A}\times\cdots\times{\mathfrak A}\to\mathbb{C}\), where \({\mathfrak A}\) is the (Kauffman) linear skein of framed links in the solid torus. For \(i\geq 0\) let \(\alpha^ i\in{\mathfrak A}\) be the element represented by \(i\) parallel circles going around the solid torus with trivial framing. Then for each \(A\) a \(4r\)-th root of unity there exists a unique element \({\mathbf a}\in{\mathfrak A}\) in the span of \(\{\alpha^ 0,\alpha,\alpha^ 2,\ldots,\alpha^{r-2}\}\) satisfying \(\Phi_{H(1,1)}({\mathbf a},\;)=\Phi_{U(0)}:{\mathfrak A}\to\mathbb{C}\), where \(H(1,1)\) is the Hopf link with framing 1 on each component and \(U(k)\) is the unknot with framing \(k\in\mathbb{Z}\). Moreover, if \(L\) is an \(n\)-component framed link representing the 3-manifold \(M\) then \((\Phi_{U(-1)}({\mathbf a}))^{(\sigma+\nu-n)/2}\Phi_ L({\mathbf a},\ldots,{\mathbf a})\) is an invariant of \(M\), where \(\sigma\) and \(\nu\) are the signature and nullity of the linking matrix of the framed link \(L\) (with framing numbers on the diagonal). In this paper the author explicitly computes the element \({\mathbf a}\) as linear combination of certain basis elements \(\varphi_ i\in{\mathfrak A}\). These basis elements are constructed from elements of the Temperley-Lieb algebra first considered by \textit{V. F. R. Jones} [Invent. Math. 72, 1-25 (1983; Zbl 0508.46040)]. The term \(\Phi_{U(-1)}({\mathbf a})\) is computed as a Gauss sum. Furthermore it is proved that the invariant above for \(r\geq 3\) is equal to \(e^{i\pi(6-3r)/4\nu}\tau_ r(M)\), where \(\tau_ r(M)\) is the form of the Witten-Reshitikhin-Turaev \(sl_ 2(\mathbb{C})\)- invariant defined by \textit{R. Kirby} and \textit{P. Melvin} in [Invent. Math. 105, No. 3, 473-545 (1991; Zbl 0745.57006)] from quantum groups. Short and very elegant proofs are given of the symmetry principle of Kirby and Melvin and of formulae for the bracket polynomial of framed Hopf links and certain cablings. (A computationally different approach for determining the element \({\mathbf a}\) has been followed by \textit{C. Blanchet}, \textit{N. Habegger}, \textit{G. Masbaum} and \textit{P. Vogel} in [Topology 31, No. 4, 685-699 (1992; Zbl 0771.57004)].
