Dirac conjectured that all first-class constraints for a singular Lagrangian generate gauge transformations. The author shows that the existence of the generalized Poincaré-Cartan integral invariant for a system is equivalent to Dirac's conjecture being true for this system. He gives an example for which this integral invariant does not exist. The discussion is heuristic, and the paper is only marginally comprehensible.
