    This paper discusses the time-varying perturbed time-delay system \[ \dot X(t)= \bigl(A+ \Delta A(r,t)\bigr) X(t)+ \bigl(A_1 +\Delta A_1 (v,t)\bigr) X(\bigl(t-h(t) \bigr) +Bu(t). \] By making use of the Lyapunov stability approach associated with norm or matrix measure techniques, a new stabilizability criterion and the corresponding memoryless state feedback control laws that guarantee to stabilize the system above are developed. The main feature of the present schemes is that the proposed stabilizability criterion does not involve any matching conditions.
