Let \(\Sigma = PG(3,q)\) where \(q\) is a power of a prime. A \(k\)-cover of \(\Sigma\) is a set \(S\) of lines such that every point of \(\Sigma\) is on exactly \(k\) lines of \(S\). If \(S\) contains no spread then it is said to be proper. \textit{Gary Ebert} constructed proper 2-covers for the case where \(q\) is odd [Geom. Dedicata 18, No. 2, 261-267 (1985; Zbl 0566.51013)]. In the paper under review, the author constructs a proper 2-cover of \(PG(3,q)\) for \(q\) even.
