This article is concerned with a degenerate but very natural form of \(CR\) structure, namely we suppose that a smooth manifold \(X\) is equipped with a smooth foliation each leaf of which is a complex manifold. Then one can consider the sheaf \(\mathcal D\) of smooth functions on \(X\) which are holomorphic along the leaves. This article addresses the fundamental questions of function theory and cohomology generalizing the case when \(X\) is itself a complex manifold (the sole leaf of a foliation). The authors introduce a notion of 2-completeness and prove an embedding result for a real analytic \(q\)-complete \(X\). They begin the \(\mathcal D\)-cohomology theory, proving that \(H^k(X, {\mathcal D}) = 0\) for \(k \geq 1\) if \(X\) is 1-complete and already embedded or real analytic. This is an interesting variation on the standard theory with much potential for further development.
