The author generalizes the elliptic characterization of Oka manifolds to Oka maps. One of the fundamental questions in the modern Oka theory is determining which holomorphic submersions (between complex spaces) have the Parametric Oka Property with Approximation and Interpolation (POPAI). A holomorphic submersion is an Oka map if it enjoys POPAI and is a topological fibration. There are two main types of Oka principles: the Gromov type Oka principle, which states that every subelliptic submersion enjoys POPAI and the Forstnerič type Oka principle, which states that POPAI is valid if the fibres of the fibre bundle have CAP (Convex Approximation Property). They are mutually independent. The author presents a characterization of POPAI, which implies both these principles by introducing \textit{ convexly elliptic submersions}. The main theorem (Theorem 1.3) states that a holomorphic submersion between complex spaces enjoys POPAI if and only if it is convexly elliptic. A holomorphic submersion is then an Oka map if and only if it is a convexly elliptic fibration. Moreover, by Theorem 4.1, also every stratified convexly elliptic submersion enjoys POPAI. In the last section, the author first shows equivalences between various Oka properties. Then he proves the dimensionwise Oka principle and gives an example of a holomorphic submersion, which is neither subelliptic nor locally trivial but enjoys POPAI. The last subsection presents the localization principle for Oka maps.
