The concept of ``generalized Cesáro sequence space defined by weighted means'' (in short, \textit{GCSWM}) was introduced in [\textit{B. Altay} and \textit{F. Başar}, J. Math. Anal. Appl. 330, No. 1, 174--185 (2007; Zbl 1116.46003)]. Let \(E\) be a \textit{GCSWM}. For each Banach spaces \(X\) and \(Y\), let \(S_{E}(X,Y)\) be the class of all \(T\in L(X,Y)\) such that \(\left( s_{i}(T)\right) _{i=1}^{\infty }\in E\). The authors give sufficient conditions on \(E\) such that the class \(S_{E}\) forms a pre-quasi operator ideal. It is proved that the class \(S_{E}(X,Y)\) contains finite rank operators as a dense subset and is complete. Furthermore, the pre-quasi operator ideal formed by the sequence of approximation numbers is small under certain conditions, and sufficient conditions are given that the pre-quasi Banach operator ideal constructed by \(s\)-numbers is a simple Banach space. Also, the pre-quasi operator ideal formed by the sequence of \(s\)-numbers and this sequence space is strictly contained in the class of all bounded linear operators whose sequence of eigenvalues belongs to this sequence space.
