This paper is a further development of the algebraic bivariant \(K\)-theory functors of the author. One of the goals here is to construct spectra repressenting unstable, Morita stable, and stable algebraic Kasparov \(K\)-theories \(\mathbb{K}^{\ast} (A,B)\) defined for two algebras from a certain category \(\mathcal{R}\). The nature of the construction is combinatorial rather in contrast to the common use of the structure of \(\mathcal{R}\). The data comes directly from the \(k\)-algebras and their homomorphisms. Ther are two spectral level excision theorems and a comparison theorem. The author points out that this paper should be viewed as part of the joint project with I.\ Panin that develops the theory of ``\(K\)-motives of algebras.''
